Making a collection is pretty easy. You find the Collections area at the bottom of the column of stuff on the left side (below all my folders). You click on the "+" button and get a dialog to make a new collection. Then it gets added to your list of collections to choose from.
They say to add a photo to the collection, you drag and drop it to the collection. This gets to what I call a lightroom bug. You drag from the center of the image itself, not the grey border around it.
