Sets the CCW rotator limit. Value in degrees. returns OK, but:
ERR if the limit exceeds the ultimate CCW limit,
ERR if the limit exceeds the ultimate CW limit,
ERR if the limit exceeds the positive limit,
ERR if it would place the current rotator position outside the new range of limits.
