Fedora 40 -- vips

The vips package is some kind of tool for working with pdf files. I currently have a 19 page file that has 2 pages of images, some of which are sideways. I would like to view and perhaps print these.

I did this: 

dnf install vips
Now I type "vips" and nothing there is no such thing. Hmmmm.

Some searching shows me /bin/dvips on my system. This is not what I want, this is for converting TeX DVI files to postscript.

I scan the dnf packages and see "vips-tools" which I did not install. 

dnf install vips-tools
After this I can type vips and get what I want.
What moron thought of this arrangement?

The file in question is Scope_ILLUM/logicon.pdf
