Remote access to Windows 10
I asked my pair of Windows experts (Dallan and AJ) and got 3 suggestions.
VNC
Regarding a full-blown screen control of your PC, you could do it a couple of ways for free.
You could run a VNC server on your Windows PC (I do this on one of my machines).
Watch out for the limited password option, if you type more than the maximum number of characters,
it's not obvious why it's failing to authenticate.
This is the version I am using (I think).
built in Remote Desktop
The other approach is to use the built-in Remote Desktop feature of Windows.
You need to enable it in the Windows advanced settings, then you can use a Linux remote
desktop client (rdesktop) to connect.
The main difference between this and VNC is that once you log in remotely,
the local display session becomes locked,
so you can't easily move back-and-forth between them without logging in-and-out.
And indeed the Fedora 40 packages have something called "rdesktop".
I asked AJ about something specific he and I used one and he jogged my memory:
